The District's Insurance and Risk Management Department manages and insures for the risks associated with unforeseen or accidental loss of the District's assets, injury to District personnel, and claims directed against the District by third parties.
The property and casualty insurance programs for the District are primarily insured through the Colorado School Districts' Self-Insurance Pool (CSDSIP). In addition, the District purchases insurance coverage for those exposures not covered by the Pool, such as foreign liability, field trip accident coverage, etc., from other insurers.
The District's contribution to the CSDSIP is based upon the District's insured property values, exposure base (student, employee, and vehicle count) and on the District's loss experience over the last three-year period. The District's exposure base continues to increase and our general and auto liability loss experience continues to develop, which could adversely affect future Pool contributions. The overall commercial property liability insurance markets have experienced substantial rate increases during the last year. The industry rate increases are expected to have less impact on our program, since we participate in two self insurance pools.
Certified property appraisals are performed on all of the Districts' properties on a periodic basis. Property values are also adjusted annually by the construction cost index factor in order to keep the property values at replacement cost.
Statutory Workers' Compensation insurance coverage is provided through the Joint School Districts Workers' Compensation Self-Insurance Pool. This pool, currently consisting of four school districts (Aurora, Boulder Valley, Littleton, and Cherry Creek), was formed in 1986 as the self-insurance mechanism to fund Workers' Compensation losses.
The District continues to work closely with its Pools on loss control programs. These efforts are focused on increasing employee awareness of safety, loss control and identifying and correcting safety hazards in the District. A District-wide risk control/safety committee has been organized. Their goal is to provide a safe environment, which will result in fewer losses and lower costs for the District. Favorable actuarial reports indicate the loss control efforts and aggressive claims management are reducing the overall cost for Workers' Compensation coverage. The District continues to promote loss control and monitors the results of the program.
